Not paying taxes is not a give away, its taking less. If the deal was never struck, the area would have zero dollars, if a deal is struck, the area gets some dollars.

Business doesnt start at negative dollars because taxes exist. Businesses start at zero, and are then taxed, passing that expense onto consumers.
