Labor law in South America is pretty absurd. For example, Chile has mandatory “profit sharing”, Brazil has a “13th month” and there are probably dozens or hundreds of example of “employee protections” that in reality destroy the labor markets of these countries. When I was staying in Brazil there was a news headline that read “84% of Brazilian employment is done on the black market”. My friend concurred and explained to me what the labor landscape looks like. Well, its impossible to hire people officially because it costs an arm and a leg to do so. I’m going to go out on a limb and suggest Chilean law has very similar nuances. Each of these countries is one election away from becoming the next Venezuela, and the educated people in Brazil and other countries know this. Education isn’t the problem, arcane labor protections rolled into “capitalist markets” to appease the communists are.
